Course Typically Offered Shows Incorrect Value on the Academic Advisement Report When the Current Row Has a Blank Value

ACTUAL BEHAVIOR

Interactive Academic Advisement Report does not display the When typically offered value from the most recent effective dated row of the course offering when the current value is blank. It will display the value from the prior effective dated row.
EXPECTED BEHAVIOR

Expect the most recent course typically offered data to display in the When column on the AA report, in this case a blank value.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Curriculum Management > Course Catalog > Course Catalog > Offerings.
2. Add a new effective dated row and remove the typically offered value.
3. Navigate to Academic Advisement > Student Advisement > Request Advisement Report and run a report for a student who has a requirement pointing to a course list that includes the course from step 1.
4. In the when column, the typically offered value from the original offering row will display.
