ACTUAL BEHAVIOR

The tabbing order for "Add to Favorites" is not correct
EXPECTED BEHAVIOR

Tabbing order on any page should be top to bottom, left to right
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into the most current version of PT 8.55 and PT 8.56
2. navigate to any page
3. Click to "Add to favorite"
4. Notice the tabbing order is top to bottom, but it is not left to right
BUSINESS IMPACT

The issue has the following business impact:
This is confusing to user who is using the application using Assistive Technologies.
