Accessibility Issue - Label left of checkbox

ACTUAL BEHAVIOR
---------------
In Employee Self Service, preferred phone checkbox is to the right of the label, which causes issues with the screen reader.

There may be other instances of checkbox/label issues in the system, but this is an example of one that turned up on customer audit.
The checkbox element is positioned to the right of its visual label. The checkbox field is placed after its label in the DOM, instead of before it.
When developers place radio buttons and check boxes to the right of the screen label users of screen magnification may not notice that radio buttons exist at all.


EXPECTED BEHAVIOR

Ideally checkbox should be positioned before the visual label..

STEPS

The issue can be reproduced at will with the following steps:
1. Go to Employee Self Service> Personal Details>Contact Details> Phone number
2. Preferred phone checkbox is to the right of the label,
