E-CLOUD: Creating File Server Using Cloud Manager 7 On OCI Fails With Error "Terraform failed while creating fileserver" (Doc ID 2480108.1)

On : 8.56 version, Cloud - Oracle Cloud

While creating the file server for Cloud Manager Image 7 on OCI, the process fails with error

Log file: /home/psadm2/psft/data/cloud/cmlogs/BOOTSTRAP_LOGS/out.log

Error message: Terraform failed while creating fileserver

In the terraform error log file tf.err

* oci_core_instance.nfsvm: 1 error(s) occurred:

* oci_core_instance.nfsvm: Status: 400; Code: LimitExceeded; OPC Request ID: /BE56BB1BC03F265C883907E930B373E0/118016E27F6B902BD82A132F6451AEE7; Message: You have reached your service limit of 1 in this Availability Domain for VM.Standard2.1. Please try launching the instance in a different Availability Domain or Region, or try using a different shape. If you have reached all Service limits, please contact Oracle support to request a limit increase.

The issue can be reproduced at will with the following steps:
1. Create the File server for Cloud Manager 7 on OCI
2. Observe the error as reported
