How to Remove the 'Apply To All' Flag from Recruiting Attachments (Doc ID 2480123.1)

Goal

When an applicant uploads attachments during the application process, there is an indicator flag to 'Apply to All' which will make that document a part of all applications for that user. How can this flag be disabled?
