HTML tags in Outbound Notification Subject with “” when email template is applied

The issue can be reproduced at will with the following steps:
1) Reply to an email with subject
2) Clear the subject. (Remove “Re:”) and choose an email template that will display the {{Case Summary}} in the Email Subject
Email Template setup: Email Subject = SP Case Reference No. {{Case ID}} : {{Case Summary}}
The “<>” is not displayed correctly. The <No Subject> is displayed instead of . Please see the attached document (HTML tags in Outbound Notification Subject with No Subject when email template is applied.docx) for screenshots.
