ELM 9.2: When Programs are Defined and Learners Receive Historical Credit for Past Class Completion, Learners are Automatically Enrolled into the Class Again (Doc ID 2482293.1)

When Programs are defined to grant historical credit for past class completion and one or more applicable learners are registered in the Program, the learner(s) receive historical credit if their class completion is within the historical credit period days, however the learner(s) are also re-enrolled in the same class at the same date/time.

Steps to Replicate Issue:

1. Some Learners in a Learner Group have already completed a class in Course.
2. Then using Mass Enrollment, register the Learner Group in a Program that has historical credit days checked for the Course.
3. Learners that have not completed the class are registered in the Program and enrolled in the class and are in In progress status for the Program.
4. However, Learners that have completed the class are registered in the Program with a status Completed because of historical credit but also, are re-enrolled in the Class.
