E-AE/FL: DateTime Field Column in the Database Shows 8 Hours is Being Added When Importing a CSV File Layout

Symptoms
When importing a csv file using File Layout, 8 hours is added to the DTTM_CREATED field into the database.
Customer is importing a csv file with a DTTM_CREATED field as part of the File Layout Definition using the generated Application Engine (it has been modified to suit requirements but the basic import peoplecode is the same.
The file is imported ok but the DTTM_CREATED column in the database is 8 hours later than the value in the csv file.
The timezone in the PeopleTools options is set to GMT, all the servers are UK based and are showing the correct date and time.
