Term Activated Students in First Report Subsequently Discontinued Reported as Withdrawn (Doc ID 2482831.1)

After applying CS Bundle 35, customer is finding that term activated students not in first NSC report, who are subsequently discontinued from their programs, are included in second NSC and reported as withdrawn

Customer have student with an active Program/Plan stack who are term activated but who never enroll in classes. These students are not included for the first NSC report processing and report generation, which is as expected.

The customer then adds an effective-dated row with a date after the tem begin date and enter a discontinue program action.

When consolidated stats processing is run for the second NSC report and the report is generated, the student these students are included on the report and reported as withdrawn. This is incorrect-- the students should not be included on any report, because they never had enrollments in the reporting term.

Expect such students will not be included in second and subsequent NSC reports for the term.

The issue can be reproduced at will with the following steps:

  1. Process and generate NSC report for the first report submitted for the reporting term.
  2. Review the NSC report output and confirm that students who are term activated but not enrolled in any classes in the reporting term are not included on the report.
  3. Add a new effdt row to Student Program/Plan with action = DISC. The effective-date of the row is a date after the beginning of the reporting term.
  4. Process consolidated statistics and the NSC report for the second reporting period of the term.
  5. Review the report output, and note that students who were discontinued are now being included in the report with an enrollment status of W and program1 details with a withdrawn status.
