E-PUM: How to update the PUM Image Source about a refreshed Target Database maintenance information? (Doc ID 2485160.1)

Goal

The Target Database has been applied with a couple of Change Packages. Since then, the database has been refreshed with the end result being that none of these change packages have been applied. The plan is to create a new change package which is going to be a single package containing both previous Change Packages.

How to create a Change Package when the PUM Source Image thinks that the updates are already applied? There must be a meta-data table behind the PIA that thinks that the Target has these changes already applied.
