On : 9.1 version, Branding

ACTUAL BEHAVIOR
---------------
The Branding System is not taking effect even with Branding System Options set to Fluid.

EXPECTED BEHAVIOR
-----------------------
When Branding System Option is set to Fluid the Homepage and navigation should be Fluid.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Fluid Homepage
2. When Navigating to any classic page the Fluid Header is not available no Nv Bar or Home icon
3. The branding is swan even is Branding System Options is set to Fluid

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use the Fluid Navigation.
