EGL92: Exceeds Parent Budget Not Received When Should Be Received for Child Budget With Two Rulesets While Parent With One Ruleset (Doc ID 2486813.1)

Symptoms

Issue
-----------------------
Given a parent budget definition and a child budget definition, where the parent has one ruleset ANNUAL and the child has two rulesets ANNUAL and QUARTERLY.

Then budget check $100K to parent's one ruleset, then budget check $60K to child for ANNUAL ruleset calendar and $40K to child for QUARTERLY ruleset calendar.

-- [1] When post a budget journal for $125 to child with one line to ANNUAL ruleset calendar, it incorrectly passes budget checking (it should get Exceeds Parent Budget).
-- [2] When post a budget journal for $125 to child with one line to QUARTERLY ruleset calendar, it incorrectly passes budget checking (it should get Exceeds Parent Budget).

-- [3] When post a budget journal to child with one line for $125 to ANNUAL ruleset calendar and one line for $125 to QUARTERLY ruleset calendar, it correctly gets budget error 'Exceeds Parent Budget'.

 

Expected Behavior
-----------------------
All three scenarios above should get "Exceeds Parent Budget" since the amount in the budget journal exceeds the available budget in the parent budget.

Actual Behavior
-----------------------
First two of three scenarios above are not getting "Exceeds Parent Budget" even though the amount in each budget journal exceeds the available budget in the parent budget.


Replication Steps
-----------------------
The issue can be reproduced at will with the following steps:
1.Set up parent budget definition with one ruleset. amd account tree at level3.
2.Set up child budget definition with two rulesets, ANNUAL and QUARTERLY, and account tree at level4, with specific accounts under ANNUAL and specific accounts under QUARTERLY.
3.Budget check $100K to parent¿s one ruleset, then budget check $60K to child for ANNUAL ruleset calendar and $40K to child for QUARTERLY ruleset calendar.
4.When budget check $125 to child with one line to ANNUAL ruleset calendar, it incorrectly passes budget checking (it should get Exceeds Parent Budget).
5.When budget check $125 to child with one line to QUARTERLY ruleset calendar, it incorrectly passes budget checking (it should get Exceeds Parent
Budget).
6.When budget check to child with one line for $125 to ANNUAL ruleset calendar and one line for $125 to QUARTERLY ruleset calendar, it correctly gets budget error 'Exceeds Parent Budget'.
