E-CLOUD: "ValueError: No JSON object could be decoded" Error When Running Bootstrap Script for Cloud Manager in OCI (Doc ID 2487140.1)

Symptoms

When attempting to run the Bootstrap script to install Oracle PeopleSoft Cloud Manager on OCI, the following error content occurs in the Cloud Manager for OCI setup log (psft_oci_setup.log).


2018-12-16T18:46:39GMT cm_bootstrap.py DEBUG : Exception happened: No JSON object could be decoded


The issue can be reproduced at will with the following steps:

  1. Configure the Virtual Cloud Network with Private subnet(s)
  2. Create Cloud Manager Linux Image instance on Private subnet.
  3. Create the API keys.
  4. Run the bootstrap script.
  5. Error above occurs during Bootstrap initial status check.
