1. > Set Up HCM > Product Related > Payroll for North America > Federal/State Taxes > Taxable Gross Definition Table

2. Go to "*Tax Gross Effect", 3rd tab labeled "*Taxable Gross Component ID" is set to "HSR" is currently set to "Adds To"

EXPECTED BEHAVIOR

Expect HSR should be set to "No Effect"
