How Can Employees Not Eligible for a Health Savings Account Be Given a Credit if They Enroll in a High Deductible Health Plan? (Doc ID 2491263.1)

Goal

A small population of employees who will be enrolled in a High Deductible Medical Plan are not eligible for a Health Savings Account. Since no employer contribution can be made to that account for them, it has been decided to provide a credit amount in its place. Currently, the only option that has been found is to create a new Plan in a new Plan Type to handle this credit. This requires significant configuration, including creation of a new Plan Type, new Plan, new Earnings Code, new Rate Table and new Eligibility Rule, as well as adding the new Earnings Code to the Earnings Program and modifying the Eligibility Rule used for the Health Savings Account. Are there any other options that should be considered?
