ESOCIAL: S-1030 Event - Error on Exclusion of a Job Code

Symptoms
Getting the following error in the Events Monitor when running the event S-1030:
Please be sure to define an Occupation Code(CBO) for this job code.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1 - Add a new effective date for a Job Code.
2 - Run S-1030 event and send the XML to government.
3 - After the return with success from government, delete the effective date created in the step 1 and run the S-1030 event.
