People Code Error (18300,804) Triggered In Service Operation POST_HIRE_REQUEST (Doc ID 2493144.1)

Symptoms

ERROR

(18300,804) - [Error] - The selected item GCSE is not active as of the effective date 12 Nov 2018. (91,37) - [Error] - Error saving Component Interface. {HJPM_JPM_PERSON_PROFILE_SRV} (-1,0)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Main Menu -> Careers component
2. Click New User option to create new candidate profile
3. After profile creation, Click View All Jobs option
4. Select for Job `Senior Interview Assistant'
5. Click next till you reach Education Screen under Qualification
6. Click Add Degrees and complete the degree information (Date Acquired: 11/01/2010, Degree: GCSE)
7. Click Next till you click Submit button
8. Navigate to Setup HCM -> Product related -> Profile Management -> Content catalog -> Content Items & Search for content Item GCSE
9. Create new effdt entry with effdt as 01/Nov/2018, Eff status as Inactive and Click save
10. Go back to careers page and search for `Administrative Assistant'
11. Select use existing resume and click Next till you reach `Education'page. It will auto-populate the already entered Degree information
12. Select the already entered Degree information and change the Effdt to 15/Nov/2018
13. Click Done and Proceed with Next (Complete if any mandatory attributes are there) till you reach Submit button

=> This transaction will cancel in Service operation POST_HIRE_REQUEST with error message.
