E-CA: Defining Database in Change Assistant 8.57.02 Failed with "Fail to test User ID/Password: Database connection error"

Symptoms
On : 8.54 version, PeopleSoft Update Manager
While setting up and defining the 8.54 target database in change assistant to apply 1099 updates using FSCM PUM Image 30 it will fail with an error. Change Assistant will not connect to the current 8.54 database.
ERROR

Failed test Access ID/Password: Database connection error.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Use Change Assistant from PUM Image 30 to apply 1099 update to FSCM, Version 8.57.02
2. In Change Assistant define the target database using the latest PeopleTools 8.54 client for the PS_HOME
