GSS Request AD Hoc Salary Change Incorrect Percent Displayed on Workflow Inquiry page

Symptoms
The Change Percent is not displaying the correct amount on the Request Ad Hoc Salary Change approval page.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. For example, a manager accesses the GSS Ad Hoc Salary Change page and enters 3.256 percent change for an employee,
2. They tab off the field, the calculation occurs,
3. They select next, the review page opens, the manager selects submit and the transaction is successfully submitted.
4. When the Compensation Administrator accesses the Request Ad Hoc Salary Change approval page to approve the transaction the Change Percent displayed is 3.000. - Page Workflow inquiry
Workforce Administration > Self Service Transactions > Workflow Inquiry
