ETL9.2: How to coordinate Sick Leave With The State (CA) Workers' Compensation Weekly Rate?

We would like to know where we should insert the state weekly Workers' Compensation rate ($1,251.38) that will allow an employee to use Sick Leave accruals to a combined total of the employee's weekly salary.
For example, if an employee's weekly salary were $3,000 ($75/hr for a 40 hour work week), then we would want to enter the equivalent difference between the weekly salary and the weekly Workers' Compensation rate (i.e., $3,000 - $1,251.38 = $1,748.62). If I were to divide $1,748.62 by the hourly rate ($75), then I would want to enter 23.31 hours of Sick Leave accruals (if the employee has the hours available). When employees are out on Workers' Compensation, we leave their Pay Status as "Active" and enter an Action/Reason of "Data Change/Coordinating Sick Leave".
We use both Base Benefits, Benefits Administration along with Time & Labor (but not Absence Management). We have had a bit of turnover in several areas so the knowledge has been lost. Please let us know what steps we need to take to make sure that employees who desire to coordinate their Sick Leave accruals for this type of absence can be paid correctly.
