Symptoms

Attempted PIA via DPK install command psft-dpk-setup.bat --env_type midtier --domain_type pia --deploy_only. Everything installed correctly, however, when attempting to install PIA sites, double-clicking on the setup.bat file in ps_home\setup\psmppiainstall directory does nothing, the install does not start. Additionally psadmin produces an error.

This is tools 8.56.01, on windows 2012 x64

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. psft-dpk-setup.bat --env_type midtier --domain_type pia --deploy_only
2. Attempt to install PIA from setup.bat file in ps_home\setup\psmppiainstall
3. Will not run

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users are unable to install PIA
