Entered Government Certification data on Supplier Change Request is not updated (Doc ID 2503208.1)

The Government Certification detail entered on a Change Request page by a Supplier is not saved.  The requested change details are not populated while clicking Change Details hyperlink by the approver on Approval page.  Approver getting "No Changes are done in request to show on review page (10320, 683)" message while clicking Change Details hyperlink.
