Benefits Administration Fails with Message ID 000143 Benefit Rate Key Not Matched where Benefit Rate Uses Compensation Key (Doc ID 2505380.1)

Symptoms

The Benefit Rate used for a Benefit Plan has a key of Benefit Base set to only greater than 100,000. When attempting to prepare options for an employee with a Benefit Base of 60,000, Benefits Administration fails with the following error:

  Message ID 000143
  During benefit rate processing, the system was unable to find an acceptable match between the
  rate key value for the employee and the rates defined in the Benefit Rate Data table. Therefore, a
  rate could not be assigned and a deduction could not be calculated. (MsgData1: Plan Type and
  Benefit Rate ID; MsgData2: Rate Key field; MsgData3: Target key value).

STEPS
-----------------------
1. Configure a Benefit Rate Table to use Benefit Base > 100,000(Navigation: Set Up HCM > Product Related > Base Benefits > Rates and Rules > Benefit Rates).
2. Use this Benefit Rate Table on a Benefit Plan on the Benefit Program (Navigation: Set Up HCM > Product Related > Base Benefits > Program Structure > Benefit Program Table).
3. Run Benefits Administration to create an Event for an employee with a Benefits Base of 60,000 (Navigation: Benefits > Manage Automated Enrollment > Events > On-Demand Event Maintenance).
