Inconsistent Landing Page when Navigating to My Advising Notes (Doc ID 2506224.1)

Symptoms

On : 9 version, Campus Self Service

ACTUAL BEHAVIOR
---------------
When navigating to the 'My Advising Notes' page, many NEW users are landing
on a Search page rather than the My Advising Notes page (panel which has all
the Filter Notes).

Once Advising Notes have been entered by the business user, results of
navigating to the My Advising Notes page continue to be inconsistent.
Sometimes users land on the same Search page, other times they do land on the
intended My Advising Notes page.


STEPS
-----------------------
1. Login as SSS_INSTRUCTOR
2. Navigate to Self Service > Advisor Center > My Advising Notes
3. The expected page is shown.
4. Logout and log back in as SSS_SR12100
5. Repeat step # 2
6. A different landing/search page is shown
