ACTUAL BEHAVIOR
---------------
When creating a custom Navigation Collection based on the "Historical Documents" page, the Back button causes user to go into a loop because it keeps displaying the same page again and again

EXPECTED BEHAVIOR
-----------------------
The Back button should take the user back to the previous page that the user was at before clicking on the "Historical Documents" link

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create a custom Navigation Collection where it contains the "Historical Documents" link (navigation: Self Service -> Performance Management -> My Performance Documents -> Historical Documents)

2. Add a couple more links (doesn't matter which ones are added)

3. Create a custom Tile based on this Navigation Collection

4. Add the Tile to the homepage

5. Click on the Tile to open the Navigation Collection

6. Click on "Historical Documents"

7. Click on the back button

8. Notice that it brings the user back to the same "Historical Documents" page.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use back button, and it is inconvenient for the user to click on "Home" icon each time, to take them back to the homepage
