E-PIA: User Receiving "Authorization Error" after Login, URL Contains an Extra /s/ (Doc ID 2506643.1)

Symptoms

DEV environment

When the user is trying to log into the PeopleSoft environment, they are getting the following error message as soon as the user enters their credentials and clicks to sign in

ERROR

Authorization Error -- Contact your Security Administrator

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open the PeopleSoft login page (in this case, CRM)
2. Enter Userid/Password and click to Sign in
3. Observe the error. When looking at the URL, it contains an extra /s/ in it.  Example:  http://<server>:<port>/psc/<site>/EMPLOYEE/EMPL/c/s/NUI_FRAMEWORK.PT_LANDINGPAGE.GBL

Due to this issue, users cannot log in, or use the environment at all
