PO Close Short Not Updating No Receipt POs Next Day (Doc ID 2506851.1)

Symptoms

PO Close Short not updating no receipt POs next day.

PO created and dispatched. At the day after when run the close short process with close day set to 1, the report POX5090 and PO_CLSSHORT is not getting the PO.
If run the same process with the same setting 2 days after, the report POX5090 and PO_CLSSHORT is working fine.


STEPS
The issue can be reproduced at will with the following steps:

Setup:
1. PO Business Unit 'US001' - Tab Business Unit Options - set PO close Short Controls to Rule id = 'Stardard' and Close Short Set Override
2. PO Business Unit 'US001' - Tab PO Change Options - set Automatically Approve Change Requests for 'All Other Sources'
3. Purchase Items Attributes - Set item to Stockless item checked
4. Set Replenishment quantity at Business Unit Item, Inventory tab, Replenishment
5. Define Par Location for BU/Item. Set Par Replenishment Options to Stockless

Replication Steps from Par Replenishment

1. Create a count for zero for this item only
2. Run Create Par Replen Requests
3. Run PO_AUTO_SRC
4. PO Created, Budget Check and Dispatch PO (Note that the PO Created with Close Short checked).
5. Next day (1 day after) Run Close Short - Set close Days to 1.
  The report POX5090 and PO_CLSSHORT is not getting the PO created above
6. When run Close Short 2 days after, using the same close days 1 the report and PO_CLSSHORT working fine.
PS: You can simulate the day after changing PO date to 1 day before and continue to test running report POX5090 and PO_CLSSHORT

Replication Steps creating PO

1. Create PO set PO date to day before (i.e Today is 02/14/2019 - Set PO Date to 02/13/2019)
2. Validate PO Budget check and Dispatch PO
3. Run Close Short - Set close Days to 1.
  The report POX5090 and PO_CLSSHORT is not getting the PO created above
