Symptoms

On Campus Solutions, students enrolled in classes with zero billing units fail tuition calculation with certain tuition structures. The term fee on the tuition group the student is calculated in is setup to Calculate by Session. The adjustment calendar is set to adjust by Class Length % and the Billing and Due Date Calendar uses a pivot date of Term Start. Track Class Pricing is on. The sessions specified on the term fee both charge a flat amount. Enrollments are active.  The term fee uses a Minimum / Maximum fee code, where a minimum and maximum amount on the

The issue can be reproduced at will with the following steps:
1. Navigate to Student Financials, Tuition and Fees, Tuition Calculation;
2. Select the emplid;
3. Click the 'Calculate Tuition and Fees' button.
