Symptoms
In case of changing the Department, Establishment ID is getting blank out in job data page.
STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Job data
2. Add new DTA row with effective date XXXX and change department
3. We can see Establishment id is getting blank out.
