Labor Agreement Data getting blank out when transaction done through CI
STEPS

The issue can be reproduced at will with the following steps:
1. Create a FRA employee:-
2. New Emplid XXX created:-
3. Add DTA/CDP row with Dept Id through Job CI
4. Coming to Online page, we can see labor agreement data is getting blank out
