Symptoms

When launching nVision on a client if under Configuration Manager the display Language is set to your choice of language other then ENG, the layouts can be accessed in the Report Request page however you can not run run the layouts as the OK button is been greyed out. The same is not true if English is selected as the display Language.

The issue can be reproduced at will with the following steps:
1. On nVision client set display language to anything other then ENG and launch nVision

The issue has the following business impact:
Due to this issue, users cannot access layout if display language is set to their choice of language
