Swissdec - Cannot sent high volume XML through Swissdec distributor

At the end of the year there's need to produce the salary declaration which will be sent to the concerned cantonal fiscal administrations using Swissdec distributer.
The preparation of the XML file is done on company level. An XML-file is prepared and then transformed into a secured (signed and encrypted) XML-file before transmitting it the Swissdec distributer.
There are two possibilities to transmit the files:

Method PIV which is an automatic transfer passing by the Swissdec dashboard interface and doing an exchange with Swissdec in order to allow sending, status request and reception of the response per each “served canton”. 

Method EIV consists in a direct upload of the secured XML file on the Swissdec platform. As this method has not the same time limits like a Peoplesoft session, it allows uploading larger files than it is possible using the PIV method.
For larger companies (41K and 15K employees) users cannot use the PIV method at all.
The EIV method works for a 15K employees company..

 => This means that we are unable to transmit the annual fiscal data of 2/3 of the employees.
The transmission of these data is a legal requirement
