E-BI/XMLP: PSXP_XMLGEN Causing PSAPPSRV High CPU And Performance Issues

A new custom feature for active employees was implemented to view their annual retirement statement online. When we click on view annual statement, it creates an .xml file and an xsd file in the background, and those two get merged to create the PDF file in the browser.
PDF(s) are generated using PSXP_XMLGEN and PSXP_RPTDEFNMANAGER peoplecode classes.
The pdf then gets deleted from app server once it gets loaded into the browser.
The issue is that once the PSXP_XMLGEN piece starts, the related PSAPPSRV process jumps to 100% CPU usage on the server and the actual timing of viewing the statement takes up to 10 seconds, sometimes more. This was discovered during load testing exercise yesterday and when testing with 200 concurrent users, all 20 PSAPPSRV processes were consuming all of the 8 CPUs on the server causing very poor performance.
Is there something we need to do to code this differently or a tuxedo setting related to BI Publisher that would improve this performance?
