ACA XML Files Contain Special Characters In The Country Field For Foreign Address (Doc ID 2509537.1)

Symptoms

For 2018 Calendar Year, XML Transmittal Files were rejected by the IRS because the Country Field contained a special character for a Virgin Islands (US) foreign address.


EXPECTED BEHAVIOR

Special Characters should be stripped from XML.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add foreign address for an employee
2. Create ACA XML Files (Navigation: Benefits> ACA Annual Processing> Transmittal and Forms> Create ACA XML Files)
