How to Allow User to Edit Sourced Requisition

Goal
Some users could not edit the requisitions that are already sourced to purchase order. System throws the message "This requisition cannot be edited. One or more lines have been sourced. (18036, 6091)" while editing the requisition.
Steps
a. Create Requisition
b. Source to Purchase Order
c. Dispatch Purchase Order
c. Navigate to Manage Requisitions page
d. Search Requisition
e. Select Edit option on the drop down list and Click Go
Receive the below message
This requisition cannot be edited. One or more lines have been sourced. (18036, 6091)
