PUM25 updates does not meet OPMs new regulations requirements

ACTUAL BEHAVIOR
---------------
With PUM25 updates, the GVT_CYBER_SEC_CD field length has changed from 2 digits to 3 digits. However, the Default value on PS_GVT_JOB. GVT_CYBER_SEC_CD field and PS_POSITON_DATA. GVT_CYBER_SEC_CD field still defaults to old value ‘00’.

EXPECTED BEHAVIOR

Expect GVT_CYBER_SEC_CD field to meet new OPM requirement of '000'.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Application designer
2. Open records PS_GVT_JOB and PS_POSITON_DATA
3. Check for field default for field GVT_CYBER_SEC_CD
4. Value shows '00' which is incorrect.
