Symptoms
HHB Profile load will overwrite the Explanation Text that was previously loaded via the HHA Profile load.
ACTUAL BEHAVIOR

PROFILE explanation text for a Non-Custodial Parent is being stored in the custodial parent Explanation field
The explanation text from the HHB file, PS_INST_PARENT_N.sfa_pf_expln_txt, is being saved to the HHA record, PS_INST_CONTROL.sfa_pf_expln_txt. This can be seen on the Institution Application 2019-2020 Page - INST_PARENT_20 and INST_NCPARENT_20.
EXPECTED BEHAVIOR

Expect that if the data is coming from an HHB file - which is the non-custodial parent, that the explanation text will be on the appropriate field in the Non Custodial Parent page.

1. Load HHB file with Explain text
2. Review data
