REQ_HDR.REQ_STATUS still stays in Denied status even after workflow is approved.

This issue occurs when placing a multiple line requisition and denying requisition at first step. Then the requisition is edited by deleting one of the lines and saving, which restarts workflow and puts the requisition in pending status. However, the header status (in Manage Requisitions, Add/Update Requisitions, etc.) remains in Denied status. After fully approving the requisition , the header status (in Manage Requisitions, Add/Update Requisitions, etc.) still remains in Denied status.

The issue can be reproduced at will with the following steps:
1.Created 2 line capital requisition
2.Denied approval
4.Removed line 2 and saved
5.Workflow restarted
6.Even though the req is now in pending status
7.Manage Requisitions still shows req in Denied status
8.Fully approved the req in both capital and fiscal workflow
9.Req still shows in Denied status on Manage Requisitions page and Add/Update requisitions page

The issue has the following business impact:
Loss of Functionality and requisition get struck in denied status
