TL_TIMEADMIN and TL_ST_LOADER mutually exclusive property not working

Background
=======

We get employee timecards via ELAPSED_TIME_ADD message which submits TL_ST_LOADER job to process them. This happens most of the day continuously.
Payroll users are using system to submit TL_TIMEADMIN job for time processing, basically both these jobs are running in parallel.

Issue:
====

TL_TIMEADMIN and TL_ST_LOADER running in parallel is creating duplicate time cards in TL_RPTD_TIME table. We set up mutually exclusivity between these two processes . That didn't happen, basically they still ran in parallel.

What we want
=========

Stop these jobs creating duplicates when running in parallel ?
