Symptoms
When attempting to save the setup target locations the following error occurs.
ERROR

"Document not found for package xxx, document: xxx, version: v1. (2,1004) IB_SVCSETUP.GBL.SavePostChange PCPC:807 Statement:6 "
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Navigate to the Peopletools >> Integration Broker >> Configuration >> Service Configuration >> Click on Setup Target Locations URL.
2.Make changes to the page.
3.Click on OK button.
4.Click on the Save button
