Procurement Contract Not Allowing To Change Line Description For New Version

Symptoms
Procurement (Purchasing) Contract not allowing to change line description for new version when PO is already associated to contract.
STEPS
The issue can be reproduced at will with the following steps:
1. Create a PO and associated to an exist contract.
1. Go to Procurement Contracts > Add Update Contract - open the contract associated to PO above
2. Create a new Version
3. the item description is not open to change. It is grayed out. Even in Line Detail page is not possible to update item description.
