On : 8.57.05 version, Upgrade
When attempting to run the Task 3-2-12: Encrypting Passwords
the following error occurs as part of Peopletools upgrade from 8.54.13 to 8.57.05

The issue can be reproduced at will with the following steps:
1. Launch Change Assistant
2. Configure the job for Peopletools upgrade from 8.54.13 to 8.57.05
3. Get Error on "Encrypting Passwords" step
