Approvals Going to Error Step When Employees with Multiple Empl Records Submit Absence Request (Doc ID 2518816.1)

Symptoms

Absence Requests submitted by Employees who have multiple Empl Records are going to an Error Step and routed to the Administrator with the following error:

Not enough approvers were found at: step number 1, path 1, stage 1. Routing to Admin.


The issue can be reproduced at will with the following steps:
1. On Approval Process Setup, clone AbsenceManagement Process, AbsenceMgmtByPosnSupervisor and on Step 1 Enable Self Approvals with Criteria = Always True
2. As employee, submit Absence Request
3. Note transaction status goes to Error and Approval Chain shows the approving manager was skipped and routed to the Administrator
