Session Enrollment Control Required for Session Appointment Control Functionality After PI9 (Doc ID 2519904.1)

ACTUAL BEHAVIOR
---------------
Specifying an appointment control session does not allow enrollment with a valid appointment if the Session Enrollment Control field is blank. Students are only allowed to add the class to the shopping cart.

EXPECTED BEHAVIOR
-----------------------
Expect the Appointment Control Session and Enrollment Control Session to act independently.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Records and Enrollment > Term Processing > Appointments and set up appoints for the term where appointments for a session point to another session as the Appointment Control Session. Make sure that the Enrollment Control Session is not populated.
2. Assign an appointment to a student.
3. Attempt to enroll the student into the session that points to another session for appointment control and it is not recognizing the valid appointment and only allows the student to add the class to the shopping cart, not enroll.
4. Populate the enrollment control session and retest and the student is presented with the option to either add the class to the cart or enrollment.
