IN_MST_ITM_XLS creating invalid MFG_ID's

When using the IN_MST_ITM_XLS excel to CI to create items, and if there is an a MFG_ID in the spreadsheet that isn't in the MANUFACTURER table, it's creating an entry that has the SETID, MFG_ID but no Descr60 which is a required field on the page.
It should error and not load if the MFGID is bad. when entering a MFG ID online, it doesn't allow you to select one that isn't already created, so the same should be true through the Component Interface too.

When interfacing items using the ExcelToCI using CI IN_MST_ITM_XLS, the ExcelToCI loads the item information into interface tables without any error when MFD_ID (not in PS_MANUFACTURER) used has no description (PS_MANUFACTURER.DESCR60 is a required field) associated with it. The ExcelToCI/Item Loader process should not let the incorrect information to flow through to core tables.

The issue can be reproduced at will with the following steps:
1. Using ExcelToCI and CI IN_MST_ITM_XLS, try loading data with incorrect MFD_ID ( MFG_ID not in PS_MANUFACTURER table for the set id)
2. The ExcelToCI submit data add in will load the data into interface tables without any issues. (Errors can be caught here if incorrect manufacturer id is used)
3. Now Run the Item Loader Process, The load does happen without any issues. The manufacturer is created in the set id with no information populated in description field (Descr60) which is a required field. This is incorrect.
