Symptoms
When a payment has paid charges with taxes in full and subsequently a higher priority Third Party Contract is assigned to the student the original payment will be unapplied. Payment applier will not move any excess payments to the excess account, Posting a new payment will cause every unapplied credit to move correctly to the excess payment account.
