Manager Cannot View Indirect Reports of Direct Reports in Employee Snapshot

Symptoms
When in Employee Snapshot manager cannot view the indirect reports of the manager's direct reports. Manager can only view direct reports.
The expected behavior is the manager should be able to see their direct reports and the direct reports of their employees.
The issue can be reproduced at will with the following steps:
1. Select Employee Snapshot
2. View Direct Reports
3. Select Reports of an Employee
4. Cannot View Indirect Reports
