Self-Service Emergency Contacts page triggers blank Emergency Contact Sync messages (Doc ID 2523454.1)

Symptoms

When using the Self Service > Student Center > Emergency Contacts page to edit an emergency contact, adding and then immediately deleting a row (net zero change in data) triggers a blank PERS_EMERGNCY_CONTACT_SYNC when the component is saved. 




ERROR

"EMPLID is blank in first row of emergency contacts record EMERGENCY_CNTCT"

"The EMPLID field must not be blank in this message."




STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate to Self Service -> Student Center 
2. Click Emergency Contact 
3. Edit an existing contact 
4. Add a Phone Number 
5. Do not enter any data in the newly created Other Telephone Numbers row. 
Instead, immediately click delete. 
6. Click Save. 
7. Navigate to PeopleTools > Integration Broker > Service Operations Monitor 
> Monitoring > Asynchronous Services 


This can cause circumstances where the queue is stopped from processing further until the error is cancelled. It can cause significant back-up of transactions.
