Using Fluid VIEW GSS Transaction Status, a Change Request does not Appear In the List for Reporting Change or Other GSS Transactions (Doc ID 2524553.1)

ACTUAL BEHAVIOR
---------------
Customer reports that when the previous supervisor requests a Reporting Change and submits it, the transaction is not reflected under View Reporting Change Status. When the customer goes to the page below, they get the message "There are no active reporting change requests."

EXPECTED BEHAVIOR
-----------------------
Customer expects that the transaction should show under View Reporting Change Status

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit a Reporting Change
2. Navigate to Manager Self Service > Job and Personal Information > View Reporting Change Status
3. Note that there are not active requests
