Peoplesoft PO Change order PO_POCHNG process failed due to unique constraint error

Peoplesoft PO Change order process PO_POCHNG failed due to unique constraint error for a specific scenario.

PO_POCHNG - Change order process run for multiple BUs. Three BUs has one change order template "MERCH" but the 4th BU has a different change order template "STANDARD". But both templates has a common field.

The issue can be reproduced at will with the following steps:
1. set up 2 change template for two BU's
2. create one PO in two BU's
3. Process change orders through POA
4.load change order's
5.Process change order's.
6.PO_CMCHGTRK abended .

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create change order's for all business units at sametime
